Program Legal Counsel (Consultant) – Afghanistan Programme Office
This full time position is based in Kabul, Afghanistan. The Program Legal Counsel will be responsible, under the direct supervision of the local Chief of Party, for the activities design, delivery, and follow up. His duties will include delivery of the project’s work plan and tasks assigned to him/her by the Chief of Party. The Program Legal Counsel will work in close collaboration with the Chief of Party, with the Italian Government and the main justice institutions of the Government of Afghanistan.
The Program Legal Counsel’s duties will include:
- Plan, design, manage and facilitate legal training programs in Kabul and Provinces;
- Conduct research to collect material for the legal training;
- Provide training inputs within the areas of his/her professional competence;
- Provide technical assistance within the areas of his/her professional competence;
- Obtain and organize training documents, including the preparation of appropriate role plays, simulations, case studies and other exercises;
- Facilitate training room learning, using IDLO training techniques which will be imparted as part of the orientation process;
- Provide input to weekly reports detailing training and other activities.
Qualifications and Experience
- Law degree with a substantive experience in prosecution, legal aid, professional training or judicial work. Knowledge of Sharia and civil law systems would be an advantage.
- Expertise in one or more of the following areas:
- Comparative Constitutional Law (exposure to Afghanistan Law would be an advantage)
- Civil Law and Procedure
- Criminal Procedure
- Sharia Law
- Experience in curricula design;
- Recent experience in legal or judicial reform initiatives in developing or transition-economy countries would be a plus. Ability to work in a team, in an intercultural environment and under pressure.
- Fluency in English, or in Arabic with working knowledge of English. Knowledge of Dari or Farsi would be an advantage.
Remuneration: According to qualifications and experience, up to US$ 9,000 per month.
Additional Benefits: Accommodation and meals in Afghanistan; forty (45) days of leave per year.

Program Legal Counsel (Consultant – Court Administration)
Project Summary
IDLO has recently completed a two-year program of training for 450 judges and prosecutors at its training center in Kabul.
The Islamic Republic of Afghanistan with the assistance of the International Development Law Organization (IDLO) and financial support from the Canadian International Development Agency (CIDA) are planning a major initiative dealing with various aspects of legal and judicial reform in Afghanistan. IDLO is therefore seeking expressions of interest from qualified individuals for the position of Program Legal Counsel responsible for the implementation of court administration reform activities.
This full time position is based in Kabul, Afghanistan. The Program Legal Counsel will be responsible, under the direct supervision of the local Chief of Party, for activity design, delivery, and follow up concerning the enhancement of court administration in Afghanistan. His duties will include delivery of the project’s work plan and tasks assigned to him/her by the Chief of Party. The Program Legal Counsel will work in close collaboration with the Chief of Party, with the Canadian International Development Agency, the Supreme Court of Afghanistan and other local judicial entities.
Duties of the Program Legal Counsel (PLC) will include

Prepare a flow-chart tracking case progress through two pilot courts;

Identify problems in the case-flow system;
-
Design a suitable and efficient case-flow system;
-
Study the overall system of Afghan Court Administration;
-
Identify reform needs and make recommendations to reform the legal and regulatory framework of court administration in Afghanistan;
-
Implement necessary reform measures in two pilot courts;
-
Evaluate automation/computerization possibilities and make suitable recommendations;
-
Coordinate with the local Chief of Party and Finance and Administration Officer with respect to budgeted, expenditures and financial reporting.
QUALIFICATIONS AND EXPERIENCE

Law degree;

Experience in court administration reform;

Recent experience in legal or judicial reform initiatives in developing or transition-economy countries would be a plus;

Ability to work in a team, in an intercultural environment and under pressure;

English, French or Arabic mother tongue. Knowledge of Dari or Farsi would be an advantage.

Administrative/Finance Officer - Afghanistan Program Office
Under the direct supervision of the Chief of Party, and supported by an Administrative/Finance Assistant, the Administrative/Finance Officer shall perform the following tasks:
I. OFFICE
-
Day-to- day running of the office;
-
Purchase office needs (stationary, refreshments, diesel, utensils and other);
-
Follow up on office building, training facilities, generator maintenance and vehicle maintenance;
-
Keep daily attendance sheet of international and national staff;
-
Keep daily signed presence sheets of all participants;
-
Manage all national staff and their duties;
-
Inspect all offices and classrooms;
-
Make inventory of all IDLO goods;
-
After consultation with Chief of Party, and according to the procurement procedures, purchasing of needed equipment and used goods;
-
Liaise with IDLO Logistics in Rome;
-
Make UNHAS reservations and confirmation and other airlines reservations (Kabul to Dubai and/or Pakistan);
-
Follow up with hotel reservations in Dubai/Pakistan;
-
Follow up on experts needs for the Project and on experts visa requirements for Afghanistan/Dubai/Pakistan/Italy;
-
Follow up on experts contracts, insurances, air travel, accommodation;
-
Follow up and issue national staff contracts;
-
Follow up on landlord office contract;
-
Payments of allowances to IDLO international temporary staff;
-
Payments of per diems to IDLO experts (temporary) and to participants;
-
Payment of salaries to national staff;
-
Payment of compensation to university deans, airport, customs, finance, Ministry of Foreign Affairs’ “Assistants”;
-
Payment of all bills and expenses and bookkeeping of all expenses;
-
All expenses to be signed and approved on an expenses voucher and all expenses to be codified;
-
Follow up IDLO bank accounts and bank statements;
-
Weekly average of Afghani/Dollar/Euro exchange rate and report to Rome office;
-
Report to Finance Director on status of expenses once a week; and
-
Other similar duties that may be requested by IDLO Rome Project Director, Finance, Administration, Human Resources, Logistics, and DLRC.
II. GUESTHOUSE
QUALIFICATIONS REQUIRED
Education and Work Experience: Bsc and/or Msc in Administration/finance/management/ economics or more than ten years professional experience in the above; Post Conflict and developing countries’ knowledge desirable.
Languages: Fluent English. Dari, Pashto, and/or Arabic is a plus;
Other: Excellent computer skills; good communication skills; willingness to stay in hardship posts for several months, at anytime; team player and diplomat; good with public relations.
Remuneration: In the range of P-1 (US$ 4,500) to P-2 (US$ 5,450) per month according to qualifications and experience.
Additional Benefits: Room and board in Afghanistan; forty-five (45) days of leave per year.

LIBRARIAN - AFGHANISTAN PROGRAM OFFICE
This full time position is based in Kabul, Afghanistan. The librarian will be responsible, under the direct supervision of the focal point for technical assistance to the Faculty of Law and Political Science and the Chief of Party, for the activities’ design, delivery, and follow up. His/her duties will include delivery of the project’s work plan and tasks assigned to him/her by the Chief of Party. The librarian will work in close collaboration with the Chief of Party, with the Italian Government and the relevant actors at the University of Kabul, the Attorney General’s Office and other relevant local counterparts.
The Librarian’s duties will include:

Provide advice on the organizational delineation and foundation of a law library;
-
Provide training inputs for research and library staff at the University and AGO;
-
Provide advice on the establishment and implementation of a legal support system aimed at law faculties or judicial authorities;
-
Provide advice on the establishment of a cataloguing system;
-
Assist the Afghan authorities in the establishment of a library budget management system;
-
Establish an effective system for maintaining records as well as overseeing the induction and training processes of new library and resource centre employees.
Qualifications and Experience

Relevant advanced degree; excellent IT skills.

International library/archives experience

Experience with legal databases

Recent experience in legal or judicial reform initiatives in developing or transition-economy countries would be a plus. Ability to work in a team, in an intercultural environment and under pressure.
