From the editor
In the previous issue of DIGESTA TURCICA, we published the rep lica of an article on the place of Istanbul , in the history of law - taken from Capitolium, a law journal published in 1934 in Turkey . The author Ord. Prof. Dr. Richard Honig was among those distinguished German professors who, under the threat of Nazi persecution took refuge in Tur key and were welcomed by the Turkish universities during the 1930s. Prof. Dr. Ahmet Mumcu, a member of our Board of Editors who wrote a short introductory note to Prof.Honig's article ( Ober Prof. Dr. Rich ard Honig, DIGESTA TURCICA, 1, 2005, p. 12) discovered that Prof. Honig was the Doktorvater of Dr Barbara Huber whose article on the "Normative Framework Against Child Abuse in European and Supra-na tional and German Law" is also published in this issue. With the assist ance of Dr. Huber, Prof. Mumcu wrote a complementary note on Prof. Honig's biography which you will find in this issue.
We continue our tradition of publishing replicas of articles on legal issues published in Turkey in languages other than Turkish. In this issue you will find the reprint of an article in Italian by Prof. Şemsettin Talip, published in the 1930s. Şemsettin Talip was one of the precursors of the teaching of modern Roman Law in Turkey . A brief biography of him is also included.
Among the international conventions recently ratified or signed by Turkey is Protocol No. 13 to the ECHR concerning abolition of the death penalty in all circumstances. Turkey 's ratification of this Protocol was completed by the deposition of the relevant documents on 1 June 2006. It should be noted that the death penalty had already been abolished in Turkey , by an amendment to the Constitution passed in 2004 (Law Nr. 5170, Official Gazette, 7 May 2004, 25469).
Turkey has been a party to the "twin" Covenants (International Cov enant on Economic, Social and Cultural Rights and International Cov enant on Civil and Political Rights) since September 2003- By a law passed by the Turkish Parliament on 1 June 2006 (Official Gazette, 17 March 2006, 26211) the executive branch was authorized to ratify the Optional Protocol to the International Covenant on Civil and Political Rights(l).
